Mehtar Lam is the latest area to transition security to the local Afghans. Among those in attendance were Dr. Ashraf, Ghani Ahmadzai, transition coordinator, Gen. Daniel Allyn, 1st Cavalry Division commander, and Lt. Gen. James Bucknall, deputy director of International Security Assistance Force.
