Because the Melocco Brothers marble re-creation of the 1644 Tasman Map of Australasia faces the entrance doors of the Library and a bird's-eye view can only be taken from the gallery on the opposite side of the foyer, this photograph is upside down and is the reason for this "looking at the ceiling effect".
