Subject Description: Secretary Mel Martinez participating in press conferences and meetings during visit to Nicaragua to attend swearing-in ceremony for President Enrique Bolanos. Following the inauguration, Martinez briefed Latin American heads of state, including El Salvador President Francisco Guillermo Flores Perez and Panama President Mireya Moscoso Rodriguez, on the terms of a HUD-Inter-American Development Bank (IDB) agreement designed to help Latin American countries improve housing policies and programs, develop fair housing and fair lending policies, develop legal and regulatory frameworks for housing finance systems, and promote public-private partnerships for neighborhood revitalization.
