OLUTION IN CHILI. REPORTS of serious disturbances in Chili,have arrived during the past few weeks,and have caused much surprise, as Chilihas hitherto prided herself on her immunityfrom the internal broils to which other coun-tries in Central and South America are subject.According to the dispatches received, a portionof the Chilian navy revolted on January 7th, andblockaded the ports of Valparaiso, Iquique, Co-quimbo and Pica, and seized Tarapaca. Thearmy is said to have remained faithful to theGovernment and to have defeated the insur-gents in a sharp conflict on shore. Thedispatches go on to say that the insurgentswere surprised at the attack of the troops asthey had confidently relied on their co-opera-tion. Precisely what has occurred it is im-possible to say at present. The representativesof Chili in this country do not credit the newsijb;contained in the dispatches. They say that asthey come by way of Buenos Ayres, owing to abreak in the direct cable off the coast of the I IMES.

Ecuador, they are untrustworthy as they areliable to be tampered with there by personsfinancially interested in discrediting Chili.There is little doubt, however, that an insur-rection has taken place though its successesmay have been exaggerated. For nearly a year there has been a great dealof discontent in Chili. The people there areslow to move in open revolt, but much indigna-tion has been expressed against PresidentBalmaceda, and his unpopularity was rapid-ly approaching a dangerous point in Decemberlast. It arose out of a conflict between thePresident and Congress. It was asserted that thePresident had interfered in an unconstitutionalmanner with the election of members of Con-fess, and was intriguing to promote the elec-Bon of Senor Enrique Sanfuente, a personalFriend of his own, as his successor. The Con-gress also expressed a want of confidence in:he Presidents Cabinet, and at length took thejxtreme course of refusing appropriations until:he u
