At Western Electrics Columbus, Ohio,plant two big engineering groups workedside by side. One was totally committedto cost reduction and redesign of No. 5crossbar. The other was working onproduction engineering of the No. 1ESS. ESS developers were shooting ata moving target, and every six monthsthey submitted revised cost estimateson ESS, only to find that the costsof No. 5 crossbar had declined.
