Judd Dewey, Deputy Commissioner of Savings Bank Life Insurance in Massachusetts, today reviewed the achievements of the life insurance system inaugurated by the late former Supreme Court Associate Justice Brandeis in his state. He showed that the 'Brandeis System,' while paying higher annual dividends, charges lower premiums, costs a great deal less to operate, made a higher rate in earnings on investments, and maintained a higher ratio of surplus to reserves than the other companies. Only one company in the state paid higher dividends over the last ten years, he said, and that company paid only 89 cents more for the entire period

Joe Ozanic, International President of the Progressive Mine Workers of America, testified before the Smith Committee investigating the National Labor Relations Board. He charged that John L. Lewis, as President of the United Mine Workers of America, caused the discharge of five men in the Progressive Union, to 'bring pressure' on other employees to leave the Progressive and join the United. 'The United Mine Workers--and if I've got to use the name of the dictator, John Lewis himself--brought pressure on the employees to force them to sign a petition. They refused. He then saw to it that the coal company discharged five men. The others then did sign the petition resigning from the Progressive Union and pledging loyalty to the United. California labor relationist charges AF of L fostered labor disturbances to discredit Wagner Act. Washington, D.C., May 9. George C. Kidwell, Director of the California State Department of Industrial Relations, charged today before the Senate Education and Labor Committee that the AF of L had deliberately fostered labor disturbances to discredit the Wagner Act. He said that in Westwood, a California lumber town, CIO members had been driven out by company agents and that in two weeks there was not a member of any union in town. 'In the face of this fact, it is the Labor Board that is charged with thwarting the 'democratic rights of the workers,'' he said

Seidman, Chairman of the New York Board of Trade Tax Committee suggested a 10 point tax program to the House Ways and Means Committee. He brought out that business would lose its fear of striking out for recovery if it knew in advance where Congress would place taxes. He said that removal of numerous taxes and replacement of that federal income by broadening of the income tax base might be a solution. Said he, ' We hear it said that capital is on strike. But, that is sheer nonsense. What we lack is a willingness to run the risk of employment against too many odds'

Hopkins denies AGC Charges. Washington, D.C. October 11. In a radio speech this morning WPA Administrator, Harry Hopkins, denied charges made by the Associated General Contractors of America that the WPA should be blamed for labor shortage. He said that "WPA projects in communities have been efficiently run and that the unemployed on these projects have been well treated, when the AGC complained that cities were unable to find workers because they were all employed in the WPA. When charged of boondoggling, Hopkins replied that it reminded him of the "Old Story of the bandits in South America," He said "they are never in the town which you are visiting, they are always just over the hill, and the townspeople will tell you they are there but when you look for them you never find them"

Ellender, Louisiana, remarked before the group of witnesses at his hearing today on civil service appointments that a group of civil service employees had complained to him last Friday night that they were dis-satisfied over the system of appointments, but were affraid to appear before his committee to openly state charges. The charges Sen. Ellender said, were to the effect that beauty means more in promotions than efficiency. Today, he called in post office employees where, it was charged, Mrs. Josephine Smithers had been promoted from a salary of $1740 to $2300 a year, while Miss Leone Adair, who has served the department longer, was broken hearted because she had not been considered.
