KENNEDY SPACE CENTER, FLA. - In the Space Station Processing Facility,  the Multi-Purpose Logistics Module Donatello is slowly lowered toward a work stand. Sabine, of Cleveland, Vice-President of the Lake Carriers Association, were the first witnesses called today as the House Rivers and Harbors Committee began hearings on a bill to create seven Regional Planning Authorities. Chase told the committee "that free competition no longer is operating over a broad part of the economic front." Rail executive confers with president. Washington, D.C., Oct. 31. Following a conference with President Roosevelt today on the carriers wage controversy, J.J. Pelley, President of the Association of American Railroads, announced that the President seeks settlement of the dispute without trouble on a peaceful basis. 15 percent wage cut for rail employees necessary, Counsel tells fact finding board. Washington, D.C., Sept. 30. Testifying at the initial hearing of President Roosevelt's fact finding committee today J. Carter Fort, Chief Counsel for the Carriers Joint Conference Committee declared that a 15 percent wage cut for 900,000 railroad employees is necessary to save railroads from disaster. Cleveland, Traffic Vice President of the Association of American Railroads, today told President Roosevelt's fact finding commission that unless railroads obtain their proper share of traffic, there will be fewer jobs. Railroad Retirement Board is now constituted. Washington, D.C., Oct. 3. The Railroad Retirement Board at its meeting today welcomes M.R. Reed, new member of the board appointed by President Roosevelt, and James Gordon Robinson, newly chosen Head of the Railroad Unemployment Insurance Bureau. Mr. Reed will represent the carriers on the board while Mr. Robinson was chosen for the Directorship of Unemployment Insurance from the open competitive examination conducted by the United States Civil Service Commission, the first ever held for a ten thousand dollar a year administrative position. Enoch's, Chairman of the Carrier's Joint Conference Committee, today traced the history of collective bargaining of rail unions with the carriers. He asserted that since the 15 percent wage reduction notice was served on the unions, "our employees have refused to face the facts". "We have offered to submit the dispute to an arbitration board, whose decision, by law, is binding," Enoch's said. "The employees refused arbitration. Senate Interstate Commerce Committee opens hearings today on transportation. Washington, D.C., April 3. The Senate Interstate Commerce Committee got off today for a series of hearings on public transportation problems, but the news value was considerably overshadowed by the appearance of Robert Montgomery in another committee at the same time. Carl R. Gray, Chairman of the president's committee of six on railroads, told the Committee that his group felt that an independent transportation board is needed to regulate all transportation, the board to be outside of the ICC jurisdiction. Gray urged that the federal board which he proposed handle water carriers as part of its duties. 4-3- 39

10 per cent railroad rate increase benefits motor carriers--ICC Commissioner Eastman. Washington, D.C., April 13. ICC Commissioner Joseph B. Eastman today told a Senate Interstate Commerce Subcommittee that he believed the 10 per cent rate increase granted the railroads last summer has been "Of more benefit to the motor carriers than to the railroads." War ration book no. 3. This new ration book, replacement for present books when their stamps are used up, will be distributed during the early summer. It contains four pages of "point" stamps, similar to the point stamps in war ration book 2, though slightly different in design and printed in brown ink.
