The notorious Karl Peters, whosesubsequent exploits earned for him among thenatives the title of The Man with the Blood-stained Hand, with two companions, landedclandestinely on the mainland near Zanzibarin Xovember, 1884, and concluded treatieswith chieftains in the Kilmianjaro and otherregions, upon which a little later the GermanIinperial Government founded claims of sove-reignty. For action of this kind some of theBritish interested in the development of EastAfrica had been prepared, and a short whilebefore Karl Peters reached Zanzibar Mr.(afterwards Sir) H. H. Johnston had madetreaties with the chiefs of Taveta andother native potentates in the Ivilimanjaroregion. It is not necessary to set forth the diplo-matic struggle which followed , the resviltwas that through the complaisant action
