U.S. Navy Cmdr. Michael Murnane, Kandahar Provincial Reconstruction Team commanding officer from Syracuse, N.Y., writes down notes during the Zharay Governance, Reconstruction and Development meeting on Forward Operating Base Pasab in Zharay district Oct. 6.
