U.S. Army Staff Sgt. Victor Desilva, a civil affairs noncommissioned officer with U.S. Army Civil Affairs Team 742, teaches a class on natural disaster preparedness and survival to community leaders at the Cabayugan Center in the village of Sabang on the island of Palawan, Philippines, during exercise Balikatan 2015, April 11.
