These resolutions were unofficially placedin the hands of the minister by the chairman ofthe congress, and the minister undertook to laythem before the Czar. Such are the facts. The resultant of theseevents and of other happenings, only some ofwhich are known, lies in the seed-plot of thefuture. The intelligent classes in Russia areextremely hopeful, the workingmen and theorganized Socialists are very determined, thestudents and the young generation are buoyantand impulsive. But the troops and all theorganized forces of the empire are in the handsof the autocratic government, whose intentionsare certainly not suicidal. ..«??^
