ISABELA, Philippines (Jun. 01, 2007) Officer in Charge for the Philippines Navy SEABEES, Lt.j.g. Jayson Masuela (center), and his U.S. Seabee counterpart, Lt. Jeremy Adams assigned to Naval Mobil Construction Battalion (NMCB) 7, discuss construction progress on the students restroom at Kaumpurnah Elementary School. The school is receiving a variety of major improvements including a new school clinic, roofing, a new courtyard, and the restroom rebuilt as part of an Engineering Civic Action Project (ENCAP) during the Cooperation Afloat Readiness and Training (CARAT) exercise series.
