Niam Atullah, a contractor in Marjah, sits with Sgt. John Strosnider, the Civil Affairs Group pay agent for the Marjah District Center as they discuss a contract for building a woman’s center in Marjah, Afghanistan, Nov. 27. Strosnider gives as many as five contractors the scope of work and requests a bid within five days.
