Command Sgt. Maj. Eugene Farrell accepts the 210th Regional Training Institute, Virgin Islands National Guard guidon from Brig. Gen. Deborah Y. Howell, adjutant general of the Virgin Islands during a change of responsibility ceremony at the VING’s Estate Bethlehem Military Compound, St. Croix, June 4. As the fifth 210th RTI commandant, Farrell is charged with training soldiers to meet specific needs of the Army.
