A set railroad crossing arms on S.C. Hwy 41 near the Black River, Andrews, S.C., remain down and the lights are still operational, however, the train crossing itself sits under several feet of water, Oct. 12, 2015. The South Carolina National Guard has been activated to support state and county emergency management agencies and local first responders as historic flooding impacts counties statewide.
