151022-N-PX557-005 NEWPORT, R.I. (Oct. 22, 2015) Rear Adm. P. Gardner Howe III, president, U.S. Naval War College (NWC), and Colombian navy Rear Adm. Luis Hernan Espejo-Segura, chief of training and education, sign a Terms of Reference during a delegation visit to NWC in Newport, Rhode Island. In an effort to establish a Colombian Naval War College, a delegation of five Colombian navy officers visited NWC, Oct. 18-24, to meet with staff and faculty, and better understand the mission, vision, and administration of the college. Howe and Espejo-Segura signed a Terms of Reference that states NWC will advise and consult with the Colombian navy in order to improve the professional military education of Colombian naval officers and to promote an appreciation and understanding of the maritime dimension of Colombia's national security strategy.
