Die FSA (Farm Security Administration) ist berühmt für ihr weithin bekanntes einflussreiches Fotoprogramm, das die Herausforderungen der ländlichen Armut darstellte. Um falsche Wahrnehmungen von Individuen zu erzeugen (ein Paradebeispiel für situative Manipulation), wurden Fotografen engagiert, um über die Notlage armer Bauern zu berichten und diese zu dokumentieren. In den Jahren 1935-44 kamen elf Fotografen, um an diesem Projekt zu arbeiten. Es waren: Arthur Rothstein, Theo Jung, Ben Shahn, Walker Evans, Dorothea Lange, Carl Mydans, Russell Lee, Marion Post Wolcott, Jack Delano, John Vachon und John Collier. Insgesamt besteht der Schwarz-Weiß-Anteil der Sammlung aus etwa 175.000 Schwarz-Weiß-Filmnegativen.
