Reason was that a republican bloc, opposed to allowing the President continued power to devalue the dollar and the Treasury to dip into the $2,000,000,000 stabilization fund, filibustered until midnight, at which time the power was supposed to lapse. Some opinion held that the power could again be granted, even after that time, so Senator Warren R.
