Fenwick, Professor of International Law at Bryn Mawr College, told the Senate Foreign Relations Committee that the Thomas Neutrality Act should be amended to allow either Congress or the president to select aggressor nations and apply sanctions. Secretary of Agriculture, Henry Wallace, today told the Senate Banking and Currency Committee that he approved the bill to revamp the Farm Credit System because farmers need relief from 'excessive interest charges and debts which they cannot pay. Blind children from the Maryland School for the Deaf, Dumb and Blind coaching Senator Claude Pepper, of Florida, in the art of operating a braille typewriter. The youngsters appeared before the senate subcommittee on education and labor, of which Senator Pepper is Chairman, as an example of what can be done for physically handicapped children if a bill sponsored by the International Society of Crippled Children is passed. The bill provides for the education of all types of physically handicapped children. It appropriates $1,158,000, of which $2,080,000 is an outright grant ($40,000 to each state), and $9,000,000 for matching; and $500,000 for administration of the act by the U.S. Office of Education. Proposed war referendum brings three witnesses to support people's vote on war. Washington, D.C., May 11. Retired Major General W.C. Rivers; Randolph Leigh, writers of McLean, Virginia, and Dr. Charles Tansill, Fordham professor and once professor at Washington's American University, who were supporting witnesses at a Senate Judiciary Subcommittee told hearings on a proposed war referendum amendment. General Rivers said that wars 'allowed him to pick up a few medals, but what does the average citizen...or the average town in this country get out of war? What besides...heavy taxes and... disabled men?' Dr. Tansill urged adoption of the amendment as a means of curbing the power of the President to make war, and charged that both Polk and Madison involved the U.S. 'deliberately' in two wars. He also charged that the late Col. Edward M. House, Wilson's Secretary, had led the President down the road to war.
