Clothed children who lived in rags. One of the measures imposed by the Germans on the civil population of Roumania was an order compelling them to turn over practically all the cloth in the country that was being held for the manufacturing of garments. As a result a large percentage of the population was left in rags when the war finally ended. Children suffered especially in this respect. The group of youngsters shown in this picture are an example of the condition to which the country has been reduced. A large part of the American Red Cross mission's work in Roumania has been to clothe children such as these. Distribution stations have been established in all parts of the country, and many trainloads of supplies have been given out to the needy people

Members of the Interallied Medical Commission sent by the League of Red Cross Societies to study the typhus situation in Poland leaving the military hospital at Kowel after a conference with the local military medical authorities. From a population of 30,000 people before the war Kowel is now reduced to 24,000 inhabitants. In the surrounding district approximately one-fourth of the population has died of typhus, entire villages having been wiped out. The local medical authorities realize the seriousness of the present epidemic, but they are terribly handicapped in their efforts by the lack of medicines, supplies, hospital equipment and trained personnel. The Commission has recommended united effort to deal effectively with the situation in Poland and prevent the spread of typhus to Western Europe and America

Good Old Army slum. "Slum" might not appeal to some of the ex-doughboys but it certainly looked good to the thousands of half-starved Russian refugees in the Black Sea ports. When it became known that the city of Novorossisk could not hold out more than a few more days the population fled in panic to the railroad station and the docks to escape. The American Red Cross officers calmly went on dishing out soup to the population until a few hours before the last refugee boat left the city. Then the kitchens were moved aboard the boats and the refugees fed until they reached the Crimea and were in safety once more. This picture shows Lieut. L.M. Foster of Chicago with his rolling kitchen in service

Electrical cooperatives. The wholesale power of the Authority is distributed among rural consumers by cooperatives formed and managed by the farmers. The headquarters buildings of the cooperatives, usually located in small towns or in open country, are for many of the local residents the first contact with modern construction, architecture and interior appointments, as well as with electrical power and modern business methods. The buildings contain reception rooms, which also accommodate the display of appliances; offices; garages; warehouses; and meeting rooms, usually in the second story. They are built within strict cost limitations and perform a much needed service as clubs or minor cultural centers for the rural population. This one is located at Murfreesburo, Tennessee

Employee housing. To accommodate construction personnel at projects, most of which are at some distance from population centers, the TVA (Tennessee Valley Authority) built permanent housing where there were reasons to expect such communities to be permanent. Being the single owner of land and of structures, the Authority used such housing projects to demonstrate modern principles of town planning of which other federal housing programs and private enterprise made use subsequently. Bleak, mountainous Attu had a population of only about forty people prior to the Japanese invasion. As yet there has been no word as to what happened to these people when the Japanese took over. This is a picture of Attu village situated on Chichagof harbour where much of the recent fighting took place. The tundra, with which the slopes of the hills are covered, may look easy to traverse, but its depth, two or three feet, makes walking difficult and tiring. In June or July, according to experts of the U.S. Fish and Wildlife Service, these slopes will be covered with flowers of which more than 100 different varieties may be found there
