After each tube is snipped off at the proper length, it passes to this worker who places the open and over a sleeve, and forces the valve into position right in the center of reinforcing patch. This makes doubly sure that the tube is absolutely leak-proof. When this is done, the cube can be seamed shut--the operation which is taking place here.
