SEAMAN Apprentice Mathew Kugilman stands on the welldeck of a 27 foot safeboat. Kugilman was training for a man overboard drill in Charleston Harbor. Based at the mouth of harbor at Charleston South Carolina, US Coast Guard Station Charleston is reponsible for law enforcement and search and rescue in the Charleston area.
