The Buddhist, like the Tolstoyan Christian,has no faith in government. We read of spiritual lessons for princes,but the road of political wisdom is called an unclean path of false-ness (Jdtakamdld, xix, 2 7). Ethics Gautamas message is addressed to those in whom heperceived the potentiality of final insight already upon thepoint of ripening: for these he speaks the word of releasefrom which arises the irresistible call to leave the worldand to follow—Nibbana. To the wise belongeth thisLaw, and not to the foolish : for children and those whoare like children (as Professor Oldenberg remarks) thearms of Buddha are not opened. It is not even just toGautama to contrast his Dhamma—the Buddhist Norm—with the Dharmas which are assigned to men of diversesocial status in the Brahmanical social order. In orderto view his doctrine without prejudice we must concentrateour attention upon the Sangha, the Order, which hefounded: we must compare his system, not with otherreligions, but with other monastic systems, and considerwhether or no its mental and moral discipline is calculatedto bestow on those who follow it, the salvation which theydesired. For Gautama certainly did not believe thatsalvation
