perfected through theyears. But it recognizes also thatunusual circumstances sometimes de-mand unusual actions. During the war, the Bell Systemadded three million telephones,needed for the war effort, with rela-tively little additional plant. It re-conditioned and installed nearly a mil-lion old telephones which normallywould have been junked. It made other telephones out of parts whichwere made available, and convertedtelephones from one type to anotherto meet special needs. It increasedthe load on central office equipmentby five and ten and even 15 percentabove that for which it was designedwith ordinary standards of service.It devised ways to utilize the localcable plant more completely. The experience gained during thewar in the use of expedients and theapplication of ingenuity is standingthe System in good stead now. Old type telephones have been re-conditioned, for example; surplus cointelephones have been converted towall sets; and manual desk standshave been converted to dial.
